Double eyelid surgery at 25... It's not too late, right? Do I have to get it done in Seoul?

Hello. I'm 25 this year and will be 26 in two days.
 I've been so scared since I was young that I've only looked up reviews of double eyelid surgery and never tried it, but I'm finally going to get it early next year with determination. I'm currently an intern, so I'm planning to do it before I properly prepare for the second half of the year. Is it too late?
 
Also, my teacher at the academy I go to said that she did it in Gangnam, but her friend did it in Suwon, and that her friend did it better, so I don't have to go all the way to Seoul, so I should just find a good one nearby since everyone is good at double eyelid surgery these days. Can I trust that? By the way, I want to get thin inline surgery like Lee Sung-kyung, so I want to get a scar or a deep incision so that the swelling doesn't last long... Is that possible? There are many friends around me who got plastic surgery, but when I actually try to do it myself, I don't know anything and I'm so nervous and worried...
