Is it possible to get a refund for the plastic surgery reservation fee?

It's literally... After the consultation last Friday (the 22nd), I immediately set the surgery date for October 6th and paid a deposit of 220,000 won. But I want to cancel today. The reason for cancellation is because I want to get surgery at another hospital.
 Of course, when I consulted, the director said, 'Refunds, changes, and cancellations are not possible because it is peak season.' That's what I said... It's written on the consultation card I received...
 
However, looking at reviews from other doctors who received a refund for their plastic surgery deposit,
 I think there's a Consumer Protection Agency rule that says 90% of the deposit can be refunded up to 3 days before the scheduled surgery.
 
The Sobowon regulations are higher than the plastic surgery notice, right?
 Can I get a refund? I want to get even 50% of the refund..
