I'm worried because my breasts are too small...

I've had a complex about having small breasts for a long time. I thought they would grow when I got older, but now, even though I'm 19, they're still too small. When I wear clothes on a regular basis, if I wear clothes that highlight my breasts, I can make up for it by wearing boobs, but I can only hide them and fake them forever. I know it's not... I'm so upset. Surgery is scary and I really don't want to do it because it looks weird or has side effects, but I can't even try it because I don't trust the effects of creams or devices other than surgery, which are not guaranteed. Is this the best way? I don't want it to go from a B cup to a C cup, I just want it to grow to a full A cup.
